While in game, open the firmware updater (NOT CONTROL PANEL) from the thrustmaster drivers. When the wheel pops up in the list go back to forza and it should be working. You don't even need to update the wheel it just makes your forza recognize it. If you don't have the firmware updater you can get it from the link below under the drivers tab.
