I think she is guilty because Kematu won’t kill her but she has you kill him. In fact, Kematu doesn't know you. He could attack you with so many Alik'r at his disposal.

She claims she's being chased by Thalmor assassins, but Hammerfell is not controlled by the Dominion and the Alik'r would not work for them.
