It appears intentional, probably because you could initially dupe them by breaking and re-placing in a different spot. You can only find allthemodium in the mining dimension. You can find vibranium at 0-20 in the other iirc, or in crimson forests, in the roof I think?. Unobtainium is only in end highlands in the end. Pretty easy to find, tbh.
