Hydroid rework.

An overhaul can only make Hydroid better and yet you seem to be against such a thing. Why I honestly do not know. Hydroid needs a complete rework, from the ground up. Simple tweaks will not fix him as its how his kit is designed that's the problem, not his damage numbers. Hydroid needs all he can get out of a rework, and Corroding Barrage as an innate ability is a good start. Tempest Barrage is one of the only abilities in his kit that is actually pretty good, but other than being pirate-related, it doesn't have much else going for it other than being a weaker Smite.
