My answer: I used to own a guild and be in a guild that sought to upstage the flagship all the way. Unless you have several max characters that have max crafting skills and a butt-load of crafting materials for PART of ONE upgrade, it will take multiple people, and hundreds of millions of credits. (Depending on how far you go).
