Don't worry much about the oil in the steering box, it is replenished by the pump. In fact, depending on the age of your 6610, it may not have a steering box, but an orbit motor. I have a Ford 6600 which has been acting up. The FEL hydraulics are not working, yet the TPL is fine. Doesn't matter what position the pump valves are set the FEL only wants to go down.
